Kicking off a new phase in the growth of Nasdaq Texas, effective October 27, 2026, Victory Capital will dual list its exchange-traded funds (ETFs) on the new Dallas-based exchange, becoming the first ETF issuer to list on the exchange. The Victory Capital ETFs will maintain their primary listings on the Nasdaq Stock Market and will continue to trade under their existing ticker symbols.
“Dual listing on Nasdaq Texas is a strategic step for our growing ETF business, raising the visibility of our products and capabilities, while keeping the trading experience unchanged for our shareholders,” said Mannik Dhillon, President of Investment Franchises & Solutions and Head of ETFs for Victory Capital. “As an asset management firm headquartered in San Antonio, we see this as a natural way to align our ETFs with our home state and with Texas’s emergence as a leading U.S. financial center. We’re proud to lead the way as the first ETF issuer to list on Nasdaq Texas.”
“Dual listings offer issuers new ways to connect with Texas’ vibrant business and investor community,” said Gabby Vennitti, Head of Exchange Traded Products (ETPs) Listings at Nasdaq. “Dual listings are already available for our corporate issuers, and we’re excited to extend that same choice to ETF issuers.”
Vennitti pointed to Texas’ growing economy and deep pools of capital as key factors driving interest in dual listings.
“Texas provides a vibrant home for companies to grow and thrive; that’s why financial advisors, pension funds, and retail investors strongly value a commitment to Texas,” Vennitti said.
Vennitti also emphasized the importance of trading quality for ETF issuers, whose funds rely on tight spreads, strong liquidity, and efficient market access. She noted that these capabilities remain core strengths of Nasdaq’s markets.
“Execution quality, price discovery, opening and closing auctions, liquidity, and investor access do not change with a dual listing,” she said. “The ETF shares already trade across Nasdaq’s exchange network, including Nasdaq Texas. The dual listing is an opportunity for issuers to signal identity and alignment, not a structural change to how their ETFs trade.”
Victory Capital has been a longstanding Nasdaq partner, maintaining a corporate listing since 2018 and listing its ETFs exclusively on Nasdaq since 2022. The firm’s decision to become the first ETF issuer to dual list on Nasdaq Texas underscores its commitment to innovation and leadership within the asset management industry.
“As an issuer, index, and eVestment client, Victory Capital demonstrates the breadth of partnership between the two firms,” Vennitti said.
Acknowledging this milestone, Rachel Racz, President of Nasdaq Texas, remarked, “Victory Capital’s dual listing is a great example of how companies can establish a meaningful presence in Texas while staying connected to the scale and strength of Nasdaq. Texas has become a powerful center for capital formation, innovation, and growth, and we want Nasdaq Texas to give companies another way to be part of that momentum.”
