The Japanese Ministry of Protection (MoD) goals to implement its new “incentivised” contracting system within the nation’s F-X programme to develop a next-generation fighter plane.
The MoD informed
Janes
that its Acquisition, Expertise & Logistics Company (ATLA) will collaborate with F-X prime contractor Mitsubishi Heavy Industries (MHI) in managing the programme’s anticipated expansive subcontracting engagements.

It added that incentives can be built-in into the subcontracting system in keeping with wider contracting initiatives being rolled by the MoD and ATLA to attain better efficiencies in defence manufacturing. The inducement contracting system was launched in 2020.
A spokesperson from the MoD stated, “Within the F-X growth section, ATLA will apply an incentive contracting system wherein each ATLA and the contractor will collectively handle progress of the contracted work by way of an ‘earned worth administration’ technique to minimise dangers.”
The spokesperson added, “Through the use of this technique, if price reductions are realised a sure share is returned to the contractor as an incentive. It’s anticipated that this makes the event of F-X undertaking extra environment friendly.”
Subcontracting offers on the F-X programme can be awarded by MHI after it signed a cope with the MoD in October 2020 to steer the plane’s growth.
Underneath this contract award, MHI will act as “integrator of the overall F-X system”, stated the MoD spokesperson. MHI may even construct the F-X’s fuselage, with key subcontractors anticipated to incorporate IHI Company and Mitsubishi Electrical Company, which can develop and construct the plane’s engine and avionics.
