The Conservative Party chairman says there had not been “a massive switch” to Labour in Kingswood and Wellingborough.
Richard Holden was reacting to two by-election losses overnight, with Labour taking both former Tory-held seats.
He said there were “local contexts” in the results, and turnout had fallen by about half in both since the general election.
